Observation

This was a technical question.  Most candidates focused on the major ways modern democracies foster development instead of traditional rulers. The performance of the candidates who attempted it was below expectation. The candidates were expected to provide the following answers to the question.

1. Lobby government for developmental needs
2. Use their influence to attract investors
3. Earmark lands for developmental projects
4. Regulate land acquisition and its use
5. Codify norms, customs and traditions to guide and socialized the youth
6. Enforce traditional environmental laws to preserve the environment
7. Use the occasion of festivals to bring the people together for development
8. Serve as a check on the local authorities to perform their functions to the      benefit of their traditional area
9. Promote tourism through cultural festivals
10. Settle disputes and ensure peace in the traditional area
11. Encourage education in the traditional areas
12. Encourage artisan education
13. Maintenance of law and order within their traditional areas
14. Linking their traditional areas to the central government
15. Make rules and regulations to govern their traditional areas
16. Assist in raising and spending revenue with their locality
17. Mobilization of subjects for community development
18. They act as intelligent gathering agents for the government
19. Advice the government on cultural and customary issues
20. Invite government officials to sensitize the subjects on important national matters
21. Assist in local government administration
