  2.

Observation

This question was not popular among candidates. Few ones who attempted it could only narrate the story of the regime without pinpointing how it benefitted Nigerians. Candidates’ performance was therefore low in it. The question simply demanded the explanation of positive contributions of the administration to the development of Nigeria. In order to score good marks, candidates were expected, among other things, to explain the following points:

  1.     New economic measure was introduced which was known as Second Tier Foreign Exchange Market (SFEM) with the sole aim of reviving the economy of Nigeria;
  2.     to bring his government nearer to the people, he created additional states and local government;
  3.     it established the Directorates of Food, Roads and Rural Infrastructure (DFRRI);
  4.     the Better Life for Rural Women Programme was also established during his regime in order to empower women.
