This was an unpopular question because of its technicality. Almost all candidates who attempted the question scored very low marks. They could not identify reasons for the emphasis on the production of raw materials to meet the industrial requirements of the European manufacturing industries. Moreover, Nigerian environment was blessed with raw materials e.g. agricultural products like Cocoa, groundnuts, Oil palm etc., and there was sufficient cheap labour in Nigeria.
Apart from this the candidates could not connect the first part of the question with the benefits Nigerians derived from the social programmes of the colonial government
The candidates were expected to describe some of these benefits:
(i) Nigerians were able to attain western education;
(ii) Nigerian labour force was improved through various educational programmes;
(iii) Nigerians with health problems had the opportunity to receive modem medical attention;
(iv) Construction of roads and communication systems improved the social and economic life of the People, etc.
