This was another straight forward and very popular question but most of the candidates only remembered Lugard as the architect of the amalgamation of Nigeria and Indirect Rule System in Nigeria. They could not meet other demands of the question which included:
(i) he created a peaceful atmosphere under which legitimate trade flourished;
(ii  he successfully protected the western and northern frontiers of Nigeria against the French;
(iii) he opened up Nigeria with roads construction and railway lines;
(iv) he provided a conducive environment for missionary activities.
