_____________________________________________________________________________________________________
Observation

This was a straightforward but unpopular question among candidates. The few candidates that attempted it -Were able to write the required six features but many of them could not explain the points as expected.

On the whole, candidates’ performance in the question was very fair.

In order to score high marks in this question, candidates were expected to state some of the following features:
(1) there is fusion of powers between the Executive and Legislature
(2) the prime minister appoints ministers from within the legislature
(3) the Head of State is different from Head of government;
(4) there is supremacy of Parliament e.g. Britain;
(5) cross-carpeting is allowed, etc
