This question was straightforward, popular and was attempted by many candidates. The good candidates were able to state the requirements of the question and scored high marks.
However, some of the weak candidates that attempted the question failed to understand the demands of the question. Instead, they mentioned the general advantages of federalism. This led to loss of enormous marks. The overall candidates' performance was below average.
