Although, the question was very popular with the candidates, most of them scored low marks in it. This was caused by their misinterpretation of the question on government 'as an institution of the state or an academic field of study'. However, some candidates were able to explain the 'a' part very well. They defined Government 'as an art of governing' as the process of carrying Out the day to day administration of the affairs of the state. The overall candidates' performance in the question was average.
Some salient points expected from the candidates to score good marks in the 'b' part included:
(1) provision of external security through armed forces;
(2) promotion and maintenance of justice;
(3) provision of social amenities;
(4) maintenance of law and order;
(5) enactment of law, etc.
