The candidate is required to write a letter to the chairman of his schools Board of Governors on the need for a library in his school, requesting him to build and equip one for the school. Both aspects of the question must be satisfactorily dealt with but the first aspect - the need – requires a little treatment than the second (the request) which can be disposed of' in one  paragraph. The submissions on this topic showed, that most of  the candidates who chose it did not understand the first part of the question., that is, why it is necessary to have a library in a school.
